In recent decades an increasing body of observations gave a collective picture of a warming world and other changes in the climate system (IPCC, 2001). In a densely populated and highly industrialized country such as the Netherlands , the measures to mitigate and to cope with climate change will have to compete with other claims on space and infrastructure, and will impact heavily on the sectors like water management, agriculture and nature conservations, transport and energy. These kind of issues were discussed during the national conference "Climate changes spatial planning". Adapting to climate change: a framework for conservation action

I could assist in the preparation of the discussion on climate change and nature conservation during a meeting at IUCN head quarters in Gland, September 2004. The result of this meeting is the paper below that has been adapted during the 3rd IUCN World Conservation Congress in Bangkok.

RECALLING Resolutions 2.16 (Climate Change,Biodiversity, and IUCN’s Overall Programme), 2.17 (Climate and Energy) and Recommendation 2.94 (Climate Change Mitigation and Land Use) – which promote the need for urgent action to reduce greenhouse gas emissions - adopted by the 2nd IUCN World Conservation Congress (Amman, 2000); and
FURTHER RECALLING Recommendation Vth IUCN World Parks Congress.05 (Climate Change and Protected Areas) noted by the Vth IUCN World Parks Congress, which requested the IUCN World Commission on Protected Areas to inter alia:
- Expand partnerships and deepen its expertise in the provision of advice to practitioners,
management agencies and communities on options and guidelines for adapting protected
areas to the forces of global change; and - Identify and communicate best practices to establish methods to anticipate the impacts and
opportunities from global change, and adapt management to those changes;
The World Conservation Congress at its 3rd Session in Bangkok, Thailand, 17-25 November 2004:
- AFFIRMS that conservation actions are likely to fail unless they are adjusted to take account of climate change;
- AFFIRMS the benefits of early action to assist ecosystems to adapt to climate change;
- REQUESTS the Director General to establish a working group that will:
(a) gather information on existing strategies, plans and actions to adapt to climate change;
(b) review these existing measures and consider innovative approaches;
(c) develop guidance on conservation best practice in relation to climate change;
(d) disseminate and promote this guidance; and
(e) report annually on progress to IUCN members; - INVITES members of IUCN to submit information to the above mentioned working group; and
- CALLS UPON members of IUCN to adjust their conservation programs, plans and
strategies in light of observed and projected impacts of climate change and incorporate conservation and biodiversity concerns in their climate change adaptation strategies and actions.
